At 250W continuous, with assistance that stops at 25 km/h and only while you pedal, it meets the EU definition of a pedelec (EPAC) and is treated as a bicycle rather than a motor vehicle: no type approval, no registration, no licence and no insurance requirement. Individual countries still set their own rules on things like minimum age and helmets, so check the ones where you ride.
