UK eBike Speed Limit: A Founder's Case for a 25 mph Category

On a compliant EAPC, motor propulsion must stop above 15.5 mph. How that transition feels depends on controller taper, gearing, gradient and rider input; it does not literally apply the brakes. This opinion article asks whether a separate faster category deserves study without claiming that a higher limit is already proven safer.

This is a founder opinion, not a how-to or a safety finding. Current ordinary-cycle treatment depends on the applicable EAPC rules, including no more than 250 W maximum continuous rated power, working pedals and no motor propulsion above 15.5 mph (25 km/h); markings and throttle approval matter too. Where 15.5 Came From — and Why It Feels Too Low Now

Great Britain adopted the 15.5 mph (25 km/h) threshold while aligning its EAPC rules with the European framework and cycle standard; EN 15194 is a technical standard, not itself an EU regulation. The threshold keeps compliant EAPCs in the ordinary-cycle category rather than the moped or motorcycle regime.

eBike technology and use cases have changed since the threshold was adopted, including commuting, deliveries, family transport and leisure. This article does not present a current sales or rider-demographic dataset, so those changes are context for a policy question rather than proof that the threshold should move.

The Safety Hypothesis—and Its Limits

One argument for a faster category is that a smaller speed difference might reduce some overtaking manoeuvres on low-speed roads. Feeling safer is not the same as being safer, and that hypothesis must be weighed against collision energy, stopping distance, junction risk, pedestrian exposure and where faster cycles would be allowed.

Many urban roads now have 20 mph limits. From a rider's perspective, a larger speed difference can lead to more overtaking, including close passes. That is an argument for study and policy debate, not proof that higher assisted speed is safer overall; collision energy, pedestrian risk and infrastructure also matter.

Best eBikes UK has not produced evidence that a higher assist limit reduces crashes or close passes. Fewer speed-difference overtakes is a testable hypothesis, not a settled conclusion; any policy case needs UK-specific research across road types, users and infrastructure.

Some unassisted cyclists can exceed 15.5 mph, while many cannot; speed varies with rider, bicycle, gradient, surface and wind. Conventional cycles do not have a motor-assistance cut-off, but that difference alone does not establish the correct threshold for a powered category.

Why Discuss a Separate Faster Category?

Other countries use different speed classes and access rules, but they are not directly interchangeable with UK EAPC law. I'm not arguing for 28 mph assistance on shared paths: collision energy rises with speed, and any faster category would need its own equipment, access and enforcement safeguards.

The 25 mph figure in this article is a policy preference, not a research-derived optimum. A posted 20 mph motor-vehicle limit does not mean 25 mph assistance is safe, suitable or permitted for every cycle route. A faster category could require different approval, equipment, training, insurance and access rules; it should not be assumed to fit existing infrastructure unchanged.

What a Sensible Reform Could Look Like

I don't think it's as simple as "change the number and walk away". A few things worth thinking about:

  • Helmet requirement above a threshold. EAPC bikes don't legally require helmets. If the cap moved to 25 mph, mandating helmets above 20 mph would be a fair trade.
  • Lighting and reflective standards. Faster bikes need to be more visible, especially in mixed traffic.
  • An optional faster category, not a forced one. Plenty of riders are happy at 15.5 mph. Reform shouldn't force them to upgrade — it should give those who want more, more.
  • Shared-path rules. A faster cap on the road shouldn't translate to a faster cap on canal towpaths or shared pavements. Geographic speed zones already exist for cars; they could exist for eBikes too.
  • Training, optional. Not a licence — just a recognised free course (Bikeability already covers similar ground) that nudges faster riders towards good habits.

None of this is settled in my own head. The point is that there is a conversation to have, and right now we're not really having it.

What This Means for Buying a Bike Today

Under the current rules, buyers can instead compare features that affect control around the assist cut-off:

  • Controller taper and sensor response. Sensor type alone does not guarantee a smooth cut-off. Ask how the controller reduces assistance near 15.5 mph and verify it on a test ride.
  • Suitable gearing. Count of gears is less important than the actual ratios, cadence range and shift quality for the rider and route.
  • Appropriate, maintained brakes and tyres. Check the complete braking system, setup, load rating and service condition rather than assuming one brake label settles performance.
  • Good gearing at the assist cut-off. Because UK EAPC assistance must stop above 15.5 mph, suitable gearing and a smooth controller taper matter more than access to a higher-speed setting. A mode intended for another market or private use is not automatically lawful abroad or on private land; check the exact local rules and landowner permission.

I support evidence-led review of whether the present category remains appropriate, including whether a separately regulated faster class would have net benefits. Until policy changes, riders should follow the current regional rules and buyers should verify the exact configuration rather than relying on this opinion piece or a catalogue label.
